Kuwait calls for Iraq to remain under Chapter 7

Although they recognize Iraq has fullfilled several of the requirements to have Chapter 7 lifted, Kuwait is still owed and Iraq is not yet ready to be freed of Chapter 7.

UNITED NATIONS, May 29 (KUNA) — Kuwait on Friday urged the UN to avoid lifting sanctions on Iraq before Baghdad settles all outstanding issues resulting from its 1990-91 invasion of Kuwait.
Amiri Diwan Advisor Mohammed Abulhassan in a statement to both KUNA and Kuwait Television after meeting UN Secretary General Ban Ki-moon said that the UN Chapter 7 sanctions on Iraq pertaining to its 1990-91 invasion of Kuwait, should be automatically annulled providing the Iraqi government completes its Security Council-related obligations.
He added that he had carried a message from His Highness the Prime Minister Sheikh Nasser Al-Mohammad Al-Sabah to the secretary general including Kuwait’s account on the issue.
“We have clarified to the secretary general the position we have taken in regard to Iraq’s required implementation of a number of its outstanding issues and its current implementing of others,” he said.
He added: “The seventh chapter of the (UN) charter will be automatically removed when Iraq implements any of these outstanding obligations.” Abulhassan indicated that there are no sanctions imposed currently on Iraq’s imports and exports, noting that Kuwait is in full cooperation with its neighbour, being the doorway to the importation and exportation of Iraqi goods.
“We are aware that some of the outstanding issues have been settled – which are 50-60 percent – but there are other obligations the UN has control over, in order to ensure (Iraq’s) full compliance.” The outstanding issues under Chapter 7 include the fate of the missing and prisoners of war, the payment of war reparations, the return of stolen property and the demarcation of land and maritime borders with Iraq.
Abulhassan said that he found the secretary general to be “responsive” to the Kuwaiti account, and that the UN pledged its support of improving Iraq’s ties with all of its regional neighbours including Kuwait.
The Kuwaiti official said that Ban also praised Kuwait for its efforts to resume good relations with Iraq, and its recent decision to dispatch an ambassador to Iraq despite the security dangers such a move would pose.
“We have taken this initiative to express our good intentions towards Iraq and to bolster our relations, but we still await – in spite of the presence of our ambassador in Iraq for a few months now – an Iraqi ambassador to be announced to Kuwait, and the secretary general is aware of this,” Abulhassan stated.
The Kuwaiti official prior to the meeting, had held talks with several officials in a number of countries including the US, which he described as “good” adding that these countries are in full support of Kuwait’s position on the matter.

    in relevance to the Kuwaiti debts towards Iraq ,I want to advice the kuwaiti government to stop such actions because the iraqi people feel especially nowadays that Kuwaite is still the enemy of Iraq because of many points .The first point is that ,kuwaite is too rich that it needn’t the money of Iraq.2- all of the trobles that are happening today is coming as results of Kuwait inmvasion.Iraq nowadays needs help ,assistance ,support,in order to stand on its feet but kuwait is always trying to pur obsacles,barriers on the way of progressing Iraq.Iraq is suffering from a sea of blood but Kuwait doesn’t feel at all .one word to tell Kuwaitis that to stop threat because threat may ignit the fight again and the main loser will be you the kuwaitis
